Which Council do I Need?

In 2020 Buckinghamshire introduced a a two-tier local government organisation in this area: County and Parish. From May 2025, the council wards were changed so that Penn, Tylers Green and Loudwater now form a single ward. However, the Parish Councils for Penn and Tylers Green are not joined.

It is useful to know that Tylers Green lies within the former Wycombe District Council and stays within Chepping Wycombe Parish Council whilst Penn was formerly within Chiltern District Council and remains within Penn Parish Council. 

Buckinghamshire Council manages services of Trading Standards, Highways, Social Care, Schools, Libraries and Household Waste Sites & Refuse Collection as well as responsibility for Planning Applications including Tree Preservation Orders, Environmental Health, Housing Benefits, Leisure Services and Council Tax collection.

Parish Councils have responsibility for Allotments and Garden Plots, Bus Shelters, Bye Laws, Children’s Play Areas, Commons and Village Greens, Footpaths and Bridleways (where they cross Parish Council land), Footway Lighting (although there are only a handful in our area), Grass Verges – Penn maintain most grass verges in their area on 30mph roads, Litter – Provision of Bins on Parish Council land – commons, play parks etc, “Dog Poo’ Bins,  Planning Application Comments, Ponds, representing the Parish view to Buckinghamshire Councils, War Memorials.

NB During 2025 Buckinghamshire Council removed access to all public comments on planning applications from their portal. If you want your Parish Council to be aware of your opinion you will need to send them a copy of your comment directly.
